Improve FACE Support in CMake #4598

For now this is being considered separate from the related safety profile because it's easier to support. Support for FACE already exists for:

FACE IDL mapping in opendds_target_sources
A OpenDDS::FACE CMake target for MPC-built OpenDDS.

FACE support could be improved by relatively little effort:

Add a CMakeLists.txt for DevGuideExamples/FACE/Simple.
Add OpenDDS::FACE to the OpenDDS CMake build.
Add the OpenDDS::FACE library to the list of CMake libraries.
Add a small note to the documentation of opendds_target_sources that OpenDDS::FACE has to be linked before hand.
