Add LICENSE file #7

We need to add a license file. Suggest MIT but we can choose whatever makes the most sense. Please let me know if there are any questions.

Hey @jvanulde - can you let me know what you were saying last week about the Gov of Canada license for some files and MIT for others?

For your data use https://github.com/OpenDRR/test-bilingual-readme/blob/main/data/LICENSE, otherwise use MIT.

@jvanulde - I'm not sure what counts as 'data'. Do model outputs count? We're keeping all inputs (exposure model, soil conditions, etc) in other repos.

Right now I've added the MIT license to a LICENSE.md file in the head of the repo, and included text in the README.md with a link to the Open Gov license for data. Is that well aligned with convention for projects in which more than one license may apply? It's all in the add-licenses-1 branch.
