Current db build includes additional reference tables generated by appending building level data and aggregating into each aggregation level scenario. This will become too unwieldly as the eq scenario expands to 50+ scenarios. Tables are not currently in use in our workflow and not exported as gpkg.

In order to reduce processing time I will comment out these sections of code and if needed can introduce again at a later time.

Will implement in v1.4.4 along with 3857 hexgrids
