Break up add_data.sh

In light of the increasing computing resource and time to complete the stack build, the addition of EPSG:900913 projection data, and the upcoming influx of 40 DSRA scenarios, it was proposed in Sprint 60 that we break up add_data.sh for efficiency.

• break up into PSRA-DSRA dependencies and actual PSRA/DSRA processing
• PostGIS dump for pre-PSRA/DSRA database build (versioned)
• add config parameters for processing PSRA (true/false) and DSRA (named scenarios)

See also @wkhchow's recent "boundaries - update_900913" (uploaded on Wed 2022-06-22) where the PostGIS database dump include the results of further processing:

• opendrr-boundaries_with_full_hexgrid1km.sql (15 GiB)
• opendrr-boundaries_with_full_hexgrid1km_remove_PT.sql (8.2 GiB)
