Product text changes #110

Change product name to "My Community" and add some text here and there to emphasize the customizability of the site.

I added two new settings, OPENRURAL_PRODUCT_TITLE and OPENRURAL_PRODUCT_DESCRIPTION, and template tags to retrieve them. They are used on the homepage and on the <title> elements of some dashboard pages. The homepage description will need additional styling.

@rtburg I deployed the changes to staging. Let me know if this is what you were thinking.
