Labels and alpha order on locations/cities #66

I think what we should do with these is remove "environs" for all of the environs, and add "City Limits" after "Whiteville", and add "Town Limits" after all the other incorporated locations. Then, be sure we commingle them in alpha order on locations/cities page.

What do you think?

I think that sounds pretty good at least from a human-readability perspective...

Now, the only problem is that we have a "Tabor City" ... which would result in a "Tabor City town limits" ... maybe that's not a problem.

Yeah, that's slightly awkward, but I think it still works--it sounds a little weird in that one case, but it still makes sense to me conceptually...
