Debug/generalize geojson display #120

This branch has a number of changes based on debug/testing with LiDAR vector data provided by Berkeley several months ago.

Add support for all vector formats (was just geojson)
Convert data to epsg4236 coordinates if needed
Replace z coordinate with 1.0
Also fix GaiaDataObject.reproject to update epsg and metadata

Coverage decreased (-0.5%) to 40.282% when pulling 571bb1559bf0caa1f01adc215bda9abe18306f4d on johnkit:lidar-debug into fd5cf50039c7bed4120ab2175ef5d560e5933641 on OpenDataAnalytics:master.
