Added RescaleProcess and write() method for Raster Files

Note that the blocks of code that were commented out were meant to work with RasterFileIO NoData support that have been added by @geordgez. I'll modify my methods once his pull request have been merged.

@chuehlien mostly looks good to me while we wait on other branch so that code can be commented out.
