Update logos and color scheme for branding refresh

Betsey (not currently on GH) is providing new assets for branding refresh. Logos are used in 3 places on the current site and need to be replaced:

ODDEbanner.jpg - The main banner on index.html ODDEbannerRight.jpg - the background banner for the tile linking to our GitHub ODDEbannerRight2.jpg - The main banner on about.html

Color palette updates also fall under this issue and will be included in the style guide when provided

Note: On the main page I used the right-hand-side logo instead and repositioned it to avoid conflicts with text. The About page shows how it would look otherwise. The Github tile image gets cut off on mobile but @rharrington31 and I discussed possibly changing that tile to a different image entirely.

Hey David (finally logged in on my GitHub!)

Here's my comments from slack "I'm wondering if rather than using the text of the logo since it's hard to read - we could just use the connected dot network imagery we've been using for consistency. Also - would there be any chance we could sub out the Open Data Delaware Text with the transpartent white png? I can mock up what I'm talking up about if it doesn't make sense in how I'm describing here!"

Based on discussion:

• We'll replace the header text with the text logo
• If possible (within reason) the logo can transition up to the header bar on scrolldown
• Remove the logo on the github tile and replace it with the photo from the Events tile
• Update the Events tile photo

• About Page
• Code of Conduct

Color scheme hasn't been addressed yet, and new copy is still pending (but out of scope for #26) @imterrific are there any changes you think we should make to the color scheme?
