Potentially we can sample cities based on the findings of paper by Thornsby et al (below) ... these are supposed to be high quality open data programs based on their content coverage and data portal performance: http://www.sciencedirect.com/science/article/pii/S0740624X16301071

Focus first on 311 data - record some basis information such as- availability, variables that are recorded, how often data are updated, etc.

If that proves too easy - next topic could be crime data, or sanitation data.
