Recycled Content Claims - Recommended #107

Need to change recycled content claims to recommended (in the description it would be nice to have "required field for plastic")

This is inelegant. Wouldn't it be better to have it as a required for all material types and people can add null if it is not applicable? The guidance would allow people to determine what to put. It would put greater liability for the decision on the org entering the data.
