Allow for No organisation #33

We've a great deal of data in Wikidata (10,000's of items at a guess) which are now in PD - CC0.

Allow a dataset to be added for either No organisation (a fake org of 'None' ) or add w WikiData organisation to which to attribute the datasets (as SPARQL end points for queries to retrieve the data in question.

image The organisation field isn't mandatory so we should be able to add datasets without having an organisation tied to it.

We'll have to make some tweaks to JKAN though as the filter option for no org shows up as a blank entry and doesn't work when you click on it.

I would suggest a dummy organisation in this case, i.e. an organisation entry named "no organisation", but I think in the case given above, a "WikiData" organisation may be better

@watty62 @karenjewell Do you think we still need this issue? I think when we've discussed this in the past offline, we concluded we'd attribute datasets to the publisher or original source, rather than having no organisation specified.
