update licences.yml to match changes in the_od_bods branch

Description

Included new licences in licenses.yml to match with current changes in the_od_bods repo.

Motivation and Context

Because of the changes applied to the_od_bods repo regarding the tidying of licences, the licenses.yml file needs to be updated in order to show the licenses correctly on the webpage.

How Has This Been Tested?

Ran merge_data.py and export2jkan.py and checked their outputs. Mainly checked that a valid license link appears in the output in JKAN dataset files. Also checked whether this matches the original dataset page.
