163 replace csv storage formats #227

Description

Replaces merged_output.csv with .json formats

Motivation and Context

addresses issue #163. Related changes in other repos are:

replaced any frontend references to .csv files (JKAN commit 4704a67)
updated docs (opendata.scot_docs commit 82bef0a)

How Has This Been Tested?

local test. executed sh main.sh successfully.
