Describe the bug
Angus Council's open data portal seems to be serving up an invalid SSL certificate that is causing the daily uptime checker to fail. This has been mitigated with a patch on 841ac345bd16da03b4774e6ffcde8f49c8f79747 but should be investigated and possibly reported to the Angus Council Open Data Team.
To Reproduce
In python make a request to https://opendata.angus.gov.uk/ and observe the following error [SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed: unable to get local issuer certificate (_ssl.c:1129)

Successful web requests
