OCDS: Unresolvable JSON pointer error #1231

The following data is a record package which declares the bids extension and the enquiry extension (although there is a typo in the extension.json url for the enquiry extension): https://public.mtender.gov.md/tenders/ocds-b3wdp1-MD-1539840280133

Submitting it to CoVE results in the following error:

I'm confused because I can't find the JSON pointer in the error in the schema for either of those extensions.

Is this a bug?
