360 Cove January deploy

There's no pull requset this time, because we're deploying the release-201701-360 branch directly to our new url.

These steps need to be rerun if new commits get added.

• [x] Create a new branch release-201701-360 if it doesn't exist.
• [x] Run salt highstate on release-201701-360
• [x] Check that the correct commit has been deployed using the link in the footer https://dataquality.threesixtygiving.org/
• [x] Run CUSTOM_SERVER_URL=https://dataquality.threesixtygiving.org/ PREFIX_360=/ py.test fts on a local copy of the updated release-201701-360 branch
• [x] Check that changes on release-201701-360 are merged back into master too

The fts tests fail against the deployed copy, because there's no OCDS deployed, and some of the updated tests check for it atm. Also, some of the 360Giving tests don't use the prefix correctly. I'll fix the tests next week.
