For the NRGI frontend, we have a simple test that counts the occurences of <div and </div https://github.com/NRGI/resourceprojects.org-frontend/commit/7f1587c9d43b9cd2e787c41f49e8022c365e55b4

I'm hoping there's something more comprehensive and general that we can do instead

I think maybe I should take this one, because I added W3C validation to Cove's travis tests - see https://github.com/OpenDataServices/cove/commit/3a7c8dea595042c4f0c0378f7ad1fd0f382f6603
