I'm puzzled by this one ....

I can't reproduce it locally.
When I put some temp commands into github runners I can't see any evidence that 'cove.input.templatetags.cove_tags' even exists. https://github.com/OpenDataServices/lib-cove-web/actions/runs/5875944959/job/15933131079
I tried downgrading all the python packages to the previous versions that worked on GH actions and still broken.
It's exactly the same version of Python
Removing caching stuff doesn't help (wouldn't expect it to, as it caches pip but running out of ideas)
swapping order of pytest and migrate didn't help (seeing some __pycache__ finds I wasn't totally sure about)
