Merge tool #89

Deploy scripts for the merge tool. This is currently deployed on a small dev instance, but will get moved to Gandi for deployment with PWYF (either as part of the DQT or independently).

Prometheus monitoring is currently turned off pending proper deployment.

Looks ok, but I'm not sure about this app, is there anything special to check?
