In short, at the moment we show access.guidanceOnLocatingIds, but that only helps once the guide user has tracked down and accessed the list in question. We should complete the step in between by also showing the access.onlineAccessDetails field to help users track down the list once they've exited to the external site (some of these sites can be confusing with many choices so extra guidance always helpful).
