Update XML description to match IATI description #211

IATI provides a codelist description here: https://github.com/IATI/IATI-Codelists-NonEmbedded/blob/49bab6e8/xml/OrganisationRegistrationAgency.xml#L7-L15

This brings the org-id.guide XML description in line with that.
