Error 500 on https://org-id.guide/_update_lists #269

To workaround issue https://github.com/OpenDataServices/org-ids/issues/256:

Code for IATI's codelists-updater hits https://org-id.guide/_update_lists a few times in order to make sure the data is up to date, when generating the OrganisationRegistrationAgency codelist.

However, that URL is currently serving a 500 error.
