Delete a project button for owners of project #141

Delete the project button that is only available for the owners of the project.

Delete button in project config/settings area
After deleting it should redirect to home page
Documentation in the user docs

Am gonna change this to "in a new danger zone at the bottom of the page" - otherwise a big delete button will be higher up and more prominent than edit files or run tests and that seems wrong.
