Show administration toolbar for only logged users #14

The login link should remain private, but we will include into the admin toolbar:

dashboard link (for viewing private datasets)
Links to add new:
    dataset
    law record
    library (you can still use the add dataset/law/library record on the corresponding pages)
user settings
logout
