According to this Issue https://github.com/OpenDevelopmentMekong/ckanext-odm_theme/issues/118, the logic relating to the library has been extracted from ckanext-odm_theme and now is maintained on https://github.com/OpenDevelopmentMekong/ckanext-odm_library. This change should be reflected in the provisioning scripts.
