Responsive: Law page

Description of the issue

Enhance the responsive on law page to ensure that the page works responsively on all kinds of using device.:

https://opendevelopmentcambodia.net/database/laws-policies-and-agreements/ As we planned to do for profiles, the tabular pages will be adapted so:

Proposed solution

• [ ] Labels are rendered consistently ( the current style of tabular pages should be applied to profile pages, bold labels, etc...)
• [ ] the filter box should be fixed to the top on desktop (it is not happening now)
• [ ] The export and print buttons should be replaced by icons as pictured below

• [ ] On mobile, a text search field and a filter button will be presented instead of the whole filter box. The filters will be exposed over a sidebar that will slide-in from the right side when the user clicks on the filter button.

• [ ] The datatables responsive extension https://datatables.net/extensions/responsive/ should be installed and configured

• [ ] Document type and index should be hidden from expanded view of rows.

• [ ] Make sure that the dates are displayed as the editorial guidelines require ( 17 July 2017 )

• [ ] The download buttons should appear when available. See how responsive extension renders them and figure out alternative if not good.
