Edit URL link and add translation to the notification-message-box on ODV

@acorbi Not sure if this is something I can edit or something you would have to do. I couldn't find it on WordPress. If this is editable on WP, please show me where it is. Two tasks:

• On the English page, please change the hyperlink to https://vietnam.opendevelopmentmekong.net/about-us/
• Please add the following text to the Vietnamese page Sáng kiến Phát triển Mở (Open Development Initiative) là một ý tưởng hỗ trợ mạng lưới các tổ chức phát triển đồng quản lý một cơ sở dữ liệu chung và nền tảng kiến thức mở để phổ biến các xu hướng phát triển vùng hạ lưu sông Mê Công ở cấp quốc gia và khu vực. Hãy hợp tác với chúng tôi trong việc xây dựng hệ dữ liệu mở nhằm thúc đẩy chia sẻ và minh bạch thông tin phát triển, thúc đẩy đối thoại mang tính xây dựng để ra quyết định cho phát triển bền vững ở Việt Nam.
