Add Blog section to Homepage #1316

The editor team has requested to add a Blog section to the Homepage template.

The Blog section should be located in the left column under News section.

The editor should have the ability to determine the number of blog posts to be displayed and other features as the News widget.

At the moment, we don't have the resources for future enhancements.

It is also not recommended to continue building upon the existing theme as they are not standards compliant.

@arky -ODC has blog contest event which we would like to show the winner blog on homepage. To show it, it just add the blog into the list of existing widget which is missing. I was requested to handle this task, no worry.
