Chicago secret car unlocks after game completion #169

Describe the bug The secret car for Chicago unlocks simply by completing the game without having to find it.

To Reproduce Steps to reproduce the behavior:

  1. Finish the game
  2. Go to the car select for Chicago in take a ride.
  3. Cycle through the available vehicles until the secret car appears

Expected behavior The secret car should unlock only when it is found, not by game completion.

Development version always unlocks all cars.

I'm not using the dev version. I'm using the release build. To further counter your claim, Chicago's car is the only one unlocked. This also happens in RC1 and every other release.
