Copy elements from one library to another, such as for branding needs

Need a mechanism to copy elements from one library to another, such as when 
creating a new brand, to ease the configuration for each brand.

Additionally, the ability to export/import elements will be necessary to allow 
pre-built documents to be installed in different web app deployments.
