New UI based on Vaadin 7 #79

When the new Vaadin 7 is available in early 2013, recreate the UI to be more 
task focused.

Allow the application to be opened in a new browser window to allow for 
multi-tasking and remove all of the per-item right-click "open in new tab, new 
window, new browser window complexity). By allowing the app to be in multiple 
windows, for those who have the screen real estate, they can bring up parallel 
items as needed rather than dealing with this on each item like we have now.

Allow the UI to be in Production (green header area), Testing (pink header 
area) or Development (ping header area) mode.

In Production mode, only show references to production transactions, documents, 
etc. Limit the UI to more features like the To Do, Reports, User admin, Stats, 
etc.  All will assume production transactions rather than specifying this mode 
independently on To Do, Reports, etc.

In Test mode, only show references to test transactions (and production only if 
no Test version exists).  Should be the same UI as production, except that To 
Do, Reports, etc. will only list test transactions.

In Development mode, add in the library configuration and document editors, 
etc.  It also operates like Test mode above, except that it also includes the 
ability to configure.

Waiting on Vaadin 7.1.1 since we've noted lots of issues with 7.0, and 7.1 adds 
a new server push scheme that we should give another round of releases to shake 
out issues with their new architecture.

We are now beginning the learning curve for the new framework that comes with 
Vaadin 7. We may do a "quick and dirty" port initially, following by a reworked 
version later. We also are awaiting at least the 7.1.1 release.

The port will actually be available with an updated UI in the 13.6.8 release.
