Check that "Default State" is set to "Active" not "Disabled".
It is part of the setup wizard or found in Settings => EVSE.

I set it to activated, but the charging still does not start
what are the defective components?
Identical problem with Hyundai Tucson, regularly, the openev sees the tucson connected, but it does not start charging ! OpenEVSE 5.x
What is the status of the charge limit in Tesla app? Does the app offer you start charging / stop charging? Do you have any location based charging setup?
Your first screen shot looks the same as when my Tesla Model Y is plugged in, but Home Assistant has calculated a charge limit that is at or below the current battery SOC. As in, everything is okay at the EVSE and at the car, but the car just is not drawing power.
Test with charge limit at 100%, no location based charging for where this EVSE is, and manually toggle start / stop charging in the app (not the old Tesla API or new "SDK"), and let us know if any difference.
