Include parts of the original open manifesto #10

The Eastleigh Manifesto is based on the OpenPolitics Manifesto, which has some sections which might apply to Eastleigh. For example,

The "your local area" pages never really worked, so I wouldn't worry too much about that, but "local government" certainly has lots that could be done by an individual council.
