Add OSD=osdmini to the build instructions. Otherwise SDL detection might override the OSD detection and cause an early failure. Also fixes what the lib makefile looks for.

Thanks! I haven't tested the 0.169 version yet (although we need to update to 0.201). Until now I had been making updates on the mame0149-maintenance branch and pushing our minor fixes from there.
