Relative names #129

This PR introduces relative names for tutorials to be able to deploy the OEP with different domain configurations. We do not want to set the URL within this repository, we only need a fixed identifier to be able to hard-link to the single tutorial within the OEP.

I am currently working on the json-strings for all tutorials, basically creating a white-list (with proper names nd URLs) of all tutorials that should end up on the OEP in the coming release/hotfix. Is the the release process ready implemented to take the jsons as a whitelist? Maybe we should switch to the dev chat for this conversation.
