Extend the tutorial metadata to improve oep integration.

Closes #135

ToDos:

[x] create tutorial_metadata.json template. See template folder
[x] update all existing meta.json with template for each tutorial.
[x] check result on OEP
[x] Match identifier with oep tutorials model.

@christian-rli I have updated the tutorial metadata on all existing meta.json files (also add a new one: OEP_API_Geopackage.json ). Please have a look at the result as Im not good at judging the difficulty level.
