[metadata] properly define contributors #27

dcat:contactPoint is meant to be a general contact point, not necessarily the contact of a specific contributor date and comment for contributors are not defined in dcat. do they reference the last changes made by a contributor or is there supposed to be a new entry for every change?

From what I understand here I see two different types of contributors which are important/necessary: 1.) the one to contact in case other users have questions on the scenario 2.) the person who uploaded it for reasons of transparency, One user requirement from the online survey is that every change should get a date. Maybe this could be combined with this type of contributor. But this contributor does not have to be part of the metadata, it could be some other type of representation. It could also be automatically generated.
