[metadata] Find or create entries for "temporal" #30

Entries for time series (dct:PeriodOfTime) are possible, but the resolution needs to be included. In addition, the time zone should be included as well.

Can you please specify the issue I don't know what is the questions. At the moment it looks like a task to me.

We discussed a new entrie in the "temporal" section. Something like time zone or UTC-Offset.

This was taken care of with the release of metadata 1.4.0.
