CI fail using python 3.6 #109

https://github.com/actions/setup-python/issues/544 - fails as there is no py 3.6 build for Ubuntu 22.04. I will hard code a supported Ubuntu version for now. We should consider updating this to the latest python version, but currently the OEP server just supports python 3.6,
