OEO page: add button for oeo-closure download #1488

Description of the issue
This comes from https://github.com/OpenEnergyPlatform/ontology/pull/1465
With the next release 2.1.0 a inferred version of OEO will be created in the release assets. It should also be downloadable from OEP.
Ideas of solution
Add a download button for the respective file at the OEO download page.
