Installing the oep with missing oeo files leads to misleading errors. #1546

Description of the issue

Installing the OEP software became a complex tasks. We need to make it more modular & provide instructions so users do not get stuck while installing the OEP.

Ideas of solution

Since we assume that the oeo files are present in the expected directory within the oeplatform project, we should show understandable error messages if the files are missing. Also guide to the documentation
