Implement the OKF license API #43

There is an API with checked licenses: https://opendefinition.org/licenses/api/

And here's how to use curl to access the CKAN license group:
curl https://licenses.opendefinition.org/licenses/groups/ckan.json

Check the licenses and give warnings, e.g. when the license is not open data.
