Improve `fuel cell` related axioms #1337

Description of the issue

Axiomatisation of fuel cell could be improved.

Ideas of solution

Add:

'fuel cell' 'has energy input' some 'chemical energy'

Adapt:

'fuel cell' uses some fuel, but fuel cells cannot use nuclear fuel => 'fuel cell' uses some 'combustion fuel'

These changes are so obvious, that I will implement this now.
