Description of the issue

In the context of issue #1449 we discussed at the last OEO dev meeting brevely that we have to distinguish between

countries as spatial regions, defined by their borders, and
countries as organisation, which are actors and doing things.

Sounds good. This ties into the #1336 discussion. One could further specify "countries as spatial regions, defined by their political borders, .."
