temporal resolution for incomplete time series #1967

Description of the issue

In reviewing the SEDOS data I found something, which I am unsure how to annotate. If we have time series of technology data, which has an annual (average value) but not for every year. E.g. we have Value for 2021, 2024, 2027, ... the value is actually valid for one year but not for the whole inteval e.g. 2021-2023. You could count it as annual values, as it is valid for one year, it could be triannaul, as there is a new value every 3 years. The first one would rather implicate that the values for 2022 and 2023 need to be interpolated, the latter rather a step function which is constant from 2021 to 2023.

Ideas of solution

We probably have to make make a clearer definition of temporal resolution and maybe another term which states how long the values are valid.
