Redefine `NewPowerFromPhotovoltaics` #244

Description of the issue

While reviewing #239 I stumbled over the class NewPowerFromPhotovoltaics. It is defined as: A new power from photovoltaics quantity is a quantity that describes the amount of power from photovoltaic power plants that are going to be build in the future.

To me this is a rather strange concept, as:

  1. In energy modelling we talk a lot about the future and especially about quantities of renewable energies in addition to those quantities we already have in place.
  2. Photovoltaics is not a new technology on the horizon like power-to-liquid or nuclear fusion, but it is now well established.
  3. If we keep this class we need a similar classes for every new power that might think of (new windenergy, new solarthermal, new biofuels, new tidal energy, etc.).

For scenario description it might be useful to have sth like 'expansion planning'. But I agree that this should be independent on the technology, or rather be applicable to any kind of power plant. NewPowerFromPhotovoltaics doesn't satisfy this. Let's replace it with a more general concept.

I agree, the prefix 'new' doesn't capture the intended meaning well. It would be better if it would be called 'Future...' and even then, since future is a moving target continually becoming the present, and the ontology is intended to be used long-term, I am not sure this is a useful class. I think it might be more helpful to deal with this requirement through annotation of a general class such as PowerFromPhotovoltaics in the context of a date range within a particular annotation context.

I propose to delete this class now. Let's discuss a suitable concept after the release.

For the 1.0 release we deleted these classes. I suggest we close this issue now completely. If (at some point in future) we really need concepts like this we should start with a fresh mind and create a new issue then.
