Add plutonium and thorium #694

Description of the issue

Add classes plutonium and thorium, see #692.

Ideas of solution

Classify as portion of matter.
- Plutonium is a portion of matter with the chemical formular Pu. It has a solid normal state of matter.
- Thorium is a portion of matter with the chemical formular Th. It has a solid normal state of matter.
Add to equivalent class nuclear fuel: fuel and ('has disposition' some 'nuclear energy carrier disposition')

I am okay with including these.

We have to keep in mind that in most and especially in commercial nuclear reactors not pure metallic fuels are used but compound nuclear fuels. https://en.wikipedia.org/wiki/Nuclear_fuel But I think for our domain ontology it is okay to cut off a the elements uranium/thorium/plutonium and not to deal with the compounds.
