For the definition of these sector individuals I propose the same approach as in PR #523: Copy & paste from the IPCC guidelines. That should work for the vast majority of the listed sectors but might be tricky for everything below memo items. But these are least priority an can be discussed case by case.

. Something like The MMR sector division is a sector division defined in annex ###. It uses CRF sectors (IPCC 2006) and adds further sectors.
Then we could also describe things like 2.A. of which other non cement production which are specific to the MMR.
Yes, I think this is a good idea: The MMR sector division is a sector division defined in Annex XXV, Table 1a of Commission Implementing Regulation (EU) 2020/1208. It uses CRF sectors (IPCC 2006) and adds further sectors.

No, that kind of masked linking does not work, but we can add the link e.g. as editor note.
In the table, you list: 1.A.5. Other. However, that is already included as CRF sector (IPCC 2006): fuel combustion - other. It is labelled that way as almost every top level sector (CRF 2, 3, ...) has it own other sector and there also exists a top level other, which is CRF sector (IPCC 2006): other (CRF 6).
PR #941 will solve most of the missing sectors from the tables.

The concept of a memo item cannot be found in the IPCC guidelines.
I don't think that memo items
is a sector as the sum of all emissions in the memo items
does not give a useful quantity (except of the sum of all emissions that were excluded). I see memo item
itself more as a property of some sectors: the property of being excluded or treated differently or something like that.

I am sorry, I somehow missed that issue, although you mentioned me several times.
quality
is a specifically dependent continuant and the bearer should be an independent continuant. sector
is a generically dependent continuant though.
My first idea is to make memo item
an information content entity instead that is about some sector?!
Defining memo item
as A memo item is an information content entity about a sector that describes that the sector is excluded from some kind of total and only reported to provide further information (memo). with the axiom 'memo item' 'is about' some 'sector'
would be only half of the solution.
We would additionally need an inverse relation of is about
to connect some sector individuals to memo item
. Something like has information content entity
: A relation that relates an entity to an information artifact. with the range information content entity
. This would then be a generalised version and thus a parent of has quantity value
(A relation between an entity and a quantity value.).
Then we could replace the axiom 'has quality' some 'memo item'
