Create Communication Addressing #16

Currently it is not possible to create communication addressing for a GOOSE control block.

This also doesn't seem to be possible in the Communication editor.

It would be nice if it could be instantiated if missing within the publisher editor.

Those are created automatically on creating a new GOOSE or a new ConnectedAP.

On creation new GSE mac and appid are generated

I guess I see it as a bit like connecting a DataSet. Currently the publisher plugin doesn't require a DataSet to be there, you can connect one you've made separately.

I'd like to be able to instantiate especially GSE/SMV elements individually if they are missing. For that matter it would be good to remove them as well. A user may wish to retain a control block because it is part of a template or for future without creating communication addressing and "on the wire" messages
